is there any software i can buy that will let me make mini anime movies or movies that look like anime.

You can try and use flash for that kind of stuff but I don't know how to use it. Oh well i'm gonna learn it next semester of highschool in my computer science class.

Yes, Adobe "InstAnime CS". You type in your idea for an anime (not a script or anything, just a blumb of no more than 100 words), and it will make an anime for you. It will then liscence this anime to 4Kids and you'll make millions of dollars off the card game.

I have that. Got it off LemonCord. I submitted an anime about porn stars. It's called The Adventures of T&A. Somehow 4Kids will deal with that. Alfred Kahn sent me a payment of $4,000 last week. He wants me to make a few cards for the upcoming TCG so he can preview them before it gets released. Watch out, Yugi.

I'm guessing you're an aspiring animator since you asked this question. I'll try and give you a serious answer (for once in my life).
You could take a look at some of the following programs, but just be ready to shell out some $$$ because they're not cheap:
Bauhaus Mirage
Digicel Flipbook
Plastic Animation Paper
Retas Pro (really, really, really expensive.)
Toon Boom
Flash
The first 4 are cell animation software, but instead of drawing on a light-table you draw directly on the computer.
The last two are vector style programs, they give you a lot of short cuts with animation; meaning you don't have to draw as much, but vector programs don't let you have as much variety in the style of drawing that you choose. All vector animation pretty much looks the same (at least to me). But, that's not to say that you can't get good results. Maybe someone with more animation experience can chime in on this.
If you want films with an anime style, then you have to be able to draw in an anime style; it's all based on your personal skills.
