Don't think so as its popularity has died down the past few years.

As was mentioned in the ANN news there's a push being made to revive the Digimon franchise in Japan. If that happens and it extends to the US then there's a possibility that someone will want to cash in on it by releasing the remaining movies even if it isn't Bandai. There's also the chance of an upstart anime company wanting to release them to help bolster their selection, but as it stands it doesn't look likely that we'll see them released any time soon.

Did 4kids even have Digimon to begin with?

I think their license only goes as far as the episodes that were previously owned by Saban. Future episode (should they happen), unreleased movies, and merchandise would be up to Bandai to decide on since ultimately Digimon is a Bandai product.

Disney bought Saban before Frontier was released, and if memory serves before Tamers was finished. So episodes, and the new movies, have been dubbed under Disney, so I fail to see how you say they can't have the license for them.
