It's the magic of Ayumi helpin' "Xillia", I tell ya~! ;P
All jokes aside, I'm not too surprised at the units this one is turning. The Tales series has consistently sold well, and with this one being such a highly-advertised entry, it's no shock that it's sold the way it has. Here's hoping it gets localized soon, with it's amazing opening theme intact! ^^

it will the fact that its on consoles and not a re-release guarantees it will. its just that it won't happen till tales of Grace f is released.

No. Nothing is guaranteed; that doesn't mean a damn thing. ToD2 and ToR PS2 were never brought over here, and neither was ToD: Director's Cut. And I'm not 100% sure what you're trying to encompass by saying 're-release,' but just for the record, Tales of Graces f is the 2nd version of ToG. The original ToG was never localized, and that was on a home console.
Even setting all of that aside, Namdai came out and said themselves that if Tales of Graces f doesn't sell well, then Tales of Xillia is not getting brought over. That's the deciding factor.
But, despite being a massive Tales fan, I don't give a damn about the localization's either way; I've been importing these games for years, and already have all of the games I mentioned in this post(including the PSP versions of ToR+ToD2 and the Premium Box of ToD:DC), save for Xillia.
