This arc ended the original TV run, right? Hopefully they're just re-doing it so they can continue the series as a TV series with updated animation for 2012...

The Kyoto Arc was season 2. The TV series ended on the Meiji Arc and was 100% filler to kill time until Watsuki finished more of the manga. Unfortunately,season 3 also killed the series with abysmal ratings, hence the shift to OVA format for the post-Kyoto canon.
I'm okay with a Kyoto OVA as it gives a chance for the art, animation and music to really shine with today's technology (HD resolution and hopefully 5.1 surround, then the eventual Blu-ray release). If this is just to gauge reaction of popularity like some people are suggesting, though, then maybe they'll still either re-boot, or at least, make a proper rendition of the Jinchuu Arc if enough people show interest.

Probably because that arc was popular enough that it can get people to watch it over again. The first season would probably have a lot of people saying, "Meh." I'm guessing that this is really going to be used to gauge if Kenshin still has what it takes to support future projects. If a remake of the Kyoto arc, which is considered by many to be some of the best shonen material made, can't generate enough interest, it'll probably be a good indicator that it isn't worth continuing.
So, yeah, I would rather see something new since I can always go back to my Kenshin DVDs, I certainly see some rationale for this. And at least it'll look good.

Oh come on. If Fullmetal Alchemist can get away with reairing the first half of its first lame "follow the manga then make shit up" series, Rurouni Kenshin should be able to do it too. Don't give me this half-assed OVA/movie/whatever you're doing crap.

When I clicked the Link and saw Shishio I almost cried.. This is gonna be awesome! I hope to God that if and when this gets licensed and dubbed and Blu-rayed, that Shishio and Kenshin has the SAME voice actor as he had in the original series.. *Looks up names*
Richard Cansino < Kenshin
Steven Blum < Shishio. I think he is Orochimara from Naruto
I don't know if the first guy is still around. I don't here him much.

Richard is still around, he voices Izumo in Naruto. If you want to hear him watch Shippuden episode 77+.

Well, it's a series all right... that is, a series of OVAs. I guess two OVAs are enough to make something known as a "series," then.
I think that some of the phrasing in the article ought to be re-done some. I was also thinking that this was a different, actual TV anime until I saw the description of it being told from Misao's perspective, and I was disappointed. It doesn't help that the contest is phrased as "Name the episode," because when most people think of episodes, they think of those of an TV anime. Maybe it'd be better to call it "Name-the-Installment" context? :X
