Here's hoping someone will pick up the English translation rights - in fact, I remember sending a question to Studio Proteus about the chances of this one getting picked up by them, but they didn't answer (and they went down shortly afterwards anyway...).
By the way, did Kon just draw the manga to Oshii's script, or was he involved with the writing as well?

As far as I know, Kon just did the art. However, I haven't picked up the reprint yet - there's a special edition of the manga that came out couple of days ago with an additional booklet which may give more info on how the project developed.

the awesomeness ... it blinds me ...

wish there was something out there like a "Satoshi Kon Sketchbook" ... coffee-table retrospective high-quality drawings, storyboards, and sketched ideas.

That would be nice. Hopefully whoever picks up his latest film here can go all out with its release. I heard that Kon left the staff recorded messages with instructions and comments to guide them into finishing out the film. A good comprehensive book on his final movie, including those notes, would be much appreciated.

Either way it's nice to see this resurfacing of his other work. Someone in the R1 manga industry should get on this.
