When they say "market," do they mean sales + rentals (including online downloads and VOD)?

Just for comparison's sake:

Japan 2009 blu-ray market: $210 million

US 2009 blu-ray market: $1.5 billion ($500 million sales + $1 billion rentals)

US 2009 standard DVD market: $20 billion

Though their efforts at protectionism often don't make the most business sense, something like 70% of revenue from anime is domestic dvd/bd sales. It's understandable that they value that market above all others.
