That's the quantum computer from the Cosmic Era. This takes place in a different timeline.
It may be a bit of a nitpick here, but Kamoshida isn't credited an " original creator" for this work, which is pretty important to note. Unlike his novel series (where he's credited for 'original work'), he's only tagged as scriptwriter for this. I know that may seem trivial, but people (elsewhere) are making it out like he's got free rein to run wild with everything (not even the last AU manga Gundam Burai had that freedom).

I would say "scriptwriter" is a much higher position than "original creator" for a pre-existing franchise like Gundam. The "original creator" in this case will always always be Tomino (who doesn't care at all) and Hajime Yatate (who is not a real person). Neither of those are doing anything compared to a scriptwriter who is, yknow, writing the whole thing.
I'm sure he has as much freedom as anyone else would with a licensed property.

Yes, Hajime Yatate is the pseudonym for the Sunrise Planning Office. The name represents everyone involved in drafting the plan for the project (in this case, staffers from Gundam Ace are lumped into it since it was their idea for the project). The planning office is, for all intents and purposes, the heart and brain. There would be no scriptwriter without this original starting point. So they can't really be in a more important position than the originators of the projects themselves.
Gundam Ace is a very different beast when it comes to their pet projects, so I wouldn't diminish the efforts of the "original creator" position when it comes to this (look at Unicorn, for example).
