Question is this the first time a anime is getting made that is based on a manga that started as a dounchi?

If you mean "doujinshi", then no, it's not. Sore ga Seiyuu was a doujinshi that was released twice a year at Comiket and would get an anime adaptation, and Onimai started out as a doujinshi before being officially published in a seinen magazine (not sure which one) and also getting an anime.
Though I'm not sure if this manga counts as a doujinshi, since even though it's published online, quite a few publishing companies now have online manga platforms since as Shueisha's Shonen Jump +. Being released online doesn't automatically make a manga a doujinshi, doujinshi refers to anything self-published or independently made.

Nice to see Deregula really get going.
I'd thought they assisted with a few recent shows, but I guess this is the first that they're truly producing. Best of luck to them!

Nah, it's happened a few times. In addition to the examples from the post above, even just last year saw the release of 16bit Sensation which, while the anime was its own take on the story, was based on a popular doujin manga series. (Ironically, the published version of that one didn't even conclude.)

This counts. It was originally a series of doujinshi released at Comiket before the published version serialized online later.

it is a dream scene in the NSFW version.
the Manga is more so a ecchie school comedy, it cuts away from the deed.

Far from it. Locke the Superman literally started back in 1967 as a doujin, and it's first anime adaptation was a movie in 1984.
Also, if you want to be as inclusive as possible, a lot of the modern isekai anime that have been made in the past 10+ years would also count, since many of them first debuted as original fan works that were published over at Shousetsuka ni Narou!. They weren't "doujin" in the sense that most would immediately think of, i.e. self-printed books sold at fan events, but they were cut from the same general cloth.

Wait... I was confused why CrunchyRoll store is taking pre-orders of this manga, but I just chalked it up to being similar to something like Witches of Adamas. In other words a manga that is obviously porn but apparently CrunchyRoll are somehow oblivious or in complete denial about this fact (blurred or invisible genitals doesn't mean it isn't porn). But, now you're telling me there is a different non-porn version of the Dark Elf manga? Why? What's the point?

1. There is a thin lone, but a line between ecchi and full blown porn.
2. Not everyone needs smut to enjoy the same story. Almost always, the SFW version makes more money(look at countless visual novels that wouldn't even be able to sell themselves without a uncensored patch or All ages version)

There's nothing weird about CR, or any retailer or bookstore that sells manga, stocking volumes of this series. It's being released by Seven Seas, who puts out plenty of manga year-round.
This thread just finished having a discussion about how this series started as a series of adult doujinshi, before transitioning into a standard manga serial on Web Comic Gamma Plus from Takeshobo. The volume releases, naturally, are compilations of these serialized chapters, just like any other manga series.
It is, of course, an ecchi series, much like your example Witches of Adamas (also published by Seven Seas), but it doesn't contain any of the content from the original doujinshi. Because those are doujins, and not part of the main serialized manga series.

No, as the article says, this series will be a TV anime. (It's adapting the serialized manga series, NOT the doujinshi.)
However, since Deregula is producing, it can be expected that in addition to the Broadcast version, there will also be versions with all of the fanservice fully uncensored to air on stations like AT-X, or streaming services like AnimeFesta.
After all, Deregula was formed with the goal of producing more anime of this type.
