Maybe fans saw the last one and weren't impressed? Thanks to the link to BOM, Ordinal Scale grossed 29M$, Progressive 1 was 12M$ and the second is on the same trajectory or somewhat less at 9M$.

Ordinal Scale did 38 Million, Progressive 1st did more than 15 Million and Scherzo already surpassed 10M. Must never ever rely on Box Office Mozzo because their data are never upto date & ommits so many other releases

In my area it was only showing it in one place and at one time over the weekend. It isn't surprising that it did not do to well. Needed a wider release with more times.
The movie itself was good.My friends and i who went enjoyed it.

My showing was packed, so I'm surprised it did poorly. By contrast, when I saw Progressive 1 I was the only person in the theater (though with that said, it was in a much bigger city with more viewing options)

The showing I attended Friday was at least 80% full for a roughly 100-seat theater, but it was the only showing on the only screen that night, and I believe it was the only theater in the city of 265k (which I was visiting at the time) which had it. But both in that city and in my hometown it is supposed to be airing every night for at least a full week.

And, as another poster already noted, some areas did have weather issues.

In the meantime, Crunchyroll Distribution was also whack as they released Slime in 1500 Cinemas whilst this movie just below 900

The weather was certainly a factor where I was at. It reached -10 fahrenheit where I watched the film. I strongly contemplated not bothering

In my area is was on half a dozen screens... Went to a Sun showing at one of the outlying ones, and it was about 75% full.
