Good question. I don't think it is, though.

Doll is by Mitsukazu Mihara released by Tokyopop.

Dolls (a.k.a. Plants Dolls as from the list on AoD) is by Yumiko Kawahara being released by Viz.

Not that who licensed it has any impact on whether or not the series are related, but they also ran in different magazines in Japan.

so probably their not releated at all. I thought they may be related as well. You know how Alien's sequel was Aliens? I thought maybe something that that. Doll and Dolls. But I guess not.
