The first news I saw on it about when it was supposed to start airing was Sept 9, 2004, but then a newer news item came out saying 2005.

Does anyone know if its aired yet or not?

I don't think it has aired yet. They only recently announced the VAs.

From what I can get from using Babelfish to translate some stuff on various links at http://www.tbs.co.jp/anime/festa/index.html that they recently aired one episode or did some sort of special relating to new programming.
