they are brand new, they just started last month so my assumption would be, they needed one and now they have one.

I would assume the position is in Japan considering the listing is in Japanese, so I don't know that anyone in the US should feel disappointed in whether or not they could meet the role now, unless you can get yourself to Japan and speak pretty fluent Japanese.
