Posting anime clips from YouTube has become commonplace on forums. Although the answer seems obvious, what is ANN's policy concerning YouTube anime clips? I believe such clips make useful references however I also feel this condones illegal distribution.

Well, I can't say for sure. While it isn't a bannable offense in any case of clippage unless you do it repeatedly, I think the regulations are:
Short standalone clips to demonstrate a point are okay.
AMVs and other compilation vids are okay.
Online episodes or "three-part-cut" episodes on Youtube are NOT okay to link to.
At least that's what I have and have not gotten busted for, but if you look in "Teh Rules" it might be more specific.

It's not really specific in Teh Rules, mostly so us mods can take in a case by case basis, but you described my take on it just about perfectly.

This isn't official, but I will allow links to:
OP/ED song videos
AMVs, parodies and other fanmade works
(though if possible, it's preferable to link to the animemusicvideos.org page for an AMV rather than a streaming site)
Trailers
Anime in the form of official, legitimate video streams uploaded by content owners
I will not allow links to:
Complete or partial anime TV episodes#, OVAs, ONAs, or movies
# I'd rather not see links to "that one scene," even if it is just a 1.5-minute clip. Clips like that often lead to the actual episode clips. Saying "Look at 7:21 of Episode 10, Part 2 at this page" is not acceptable. Just give an episode number and a timestamp for the scene in question, like "Look at 16:54 in episode 10" and let people find it on their own DVDs or files or whatever.
Manga scanlation videos
Anything else not covered in the "allowed" list that directly replaces a commercial product

On my forums (at least when they were small enough that I'd read every post) I'd remove anything that smelt of fansubs etc but the stance I've always taken with Youtube is that the clips are by necessity small, short and poor quality and that Youtuve are big enough to look after themselves and and public enough to have to police themselves: if the video shouldn't be on there then they should remove it.
