The anime is complete, yes. There are two DVD only episodes that may not have been fansubbed, but they were just comed fluff as far as I know. This is yet another series that was adapted from an ongoing manga series. I'm not sure if the manga is complete yet. According to the AoD Manga Comparison chart, it is 10+ in Japan, but I think I read that it finished at 11 volumes but I don't remember who said it or how reliable it is. In either case, the manga was still ongoing at the time the anime ended.

A confirmation is either in the database, or it's probably not official. These "is there ever going to be more of xxxxx series?" questions are speculation, and don't do anyone any good 90% of the time, so we generally don't allow those questions here.
