The Lum elements I see are the blue-green long straight hair, the two short conical yellow "horns", the sailor uniform, and she looks like she's floating in mid-air. So it may not match the little Lum drawing in the right corner, but to me, yeah, that's Lum.

It's most definitely Lum, It's not often that she's shown in her summer high school uniform, so I can see how that can throw some people off.
