Ah, Crispin Freeman in a JRPG...good times.
But it's cool that they did a video featuring the voice cast. I always appreciate stuff like that .

and here we are
maybe they will release a patch later for this game for the neo?

As the game isn't out yet it's fairly likely they will drop a patch for the NEO, Development kits should have already been sent out to the various developers or will be very soon. So optimizing and patching the titles coming out in the next 6-12 months should be pretty realistic.

the gamers who care a lot about graphic often will use
"dumb down version"
as a label for games that are on the last gen system or weaker hardware consoles
for example
if a game is available for both the PS4 and PS3.. then the version they will consider as dumb down/inferior/not worth the money would be the PS3 version
so.. i'm curious..
what would they call the PS4 version vs the PS4 neo version ?
this console cycle is kind of odd.. instead of the official slim they released an unofficial next gen system of sort ??
so the console systems do not even last 3 years now..

Hmm they haven't show off any design features of the new console so it may very well be a "Slim" version of the PS4, but there are a few major reasons why they've release a console so early.
1. VR gaming requires 2-3x more performance than a typical game played on a 1080p screen.
the new generation consoles are estimated to provide about 2-4x more performance that the vanilla versions. Both companies want to capitalize on the VR market that's emerging and didn't have hardware to support their own VR devices.
2. Both Microsoft/Sony saw what happens when they release a console for $600-$700 with the PS3, had they made a console at that price point a refresh wouldn't have been required but their sales would have been comparatively very small to what they have today.
3. Just because you don't have the newest console doesn't mean your old one is useless, in fact you can probably still use the original Xbox 1 and PS4 until the end of this generation, even if you have to upgrade $800 over 6-8 years is still cheaper than what a entry level gaming PC would cost over a similar time-frame.
