I noticed that on this site there are some voice actors who have several names and that there is are different pages for each name. How come?
For example : Stephanie Sheh has a few other names. This site has seperate pages for them, instead of one. Her names are : Stephanie Ru-Phan Sheh, Jennifer Sekiguchi, Tiffany Hsieh, Lulu Chiang, and Laura Chyu.
She only needs one page and one picture. They can simply list the titles under her different names.

The most frequent origin of the problem is that the same person's name is sometimes written differently, depending on the source (website, DVD credits, etc.), and sometimes it's just written wrong.
When entering new information in ANN, some users are smart enough to check if the name they want to enter is already in the database, eventually with a (more or less) slightly different spelling. Others don't, and enter the wrong name, the wrong punctuation, or the variation as a new entry.
Another possibility is that a person is known under different aliases, which may be duplicates, but sometimes it's done on purpose, and the voice actor wants to keep his entries/names separated.
If needed, name entries which refer to the same person should be merged, but that requires special action which can only be done by some ANN staff members. I'ts almost impossible to undo this action, so they have to be VERY sure that the merger is correct. Therefor, it's mandatory to provide substantial proof for your assertion.
And last but not least, there is a sticky treat for duplicate persons, so if you want to notify, please use that treat.

The biggest reason for actors having completely different names (not just spelling differences) is because they don't want to be certain people to know that they acted in certain anime or did certain parts.
One of the biggest reasons for wanting to keep their identity secret is the Screen Actors Guild (SAG). The SAG punishes SAG actors who take part in non-SAG productions and accept to work for less than SAG stipulated minimum salary. So they use their real names for SAG jobs, and pseudonyms for non-SAG jobs.
ANN's biggest reason for not merging some accounts is that ANN has a policy of not outing actors, and respecting their wishes. Of course, once their pseudonyms become common knowledge, there's no reason for us to protect a non-secret.
Stephanie had asked us not to merge her Jen Sekiguchi and Stephanie Sheh names because she wanted to keep he voice and producing work separate. However since she seems to be doing voice work under both names now, I'll check with her.
