That's what it sounded like to me, but I don't know how long these awards have been going on. It sounds like a confusingly big deal, these twintail awards.
That's Japan for you though. I don't think most girls past the age of 12 in North America would be caught dead with a twintails hairstyle outside of special events or acting.

Never really got into this show because one question just kept nagging me. Why twin-tails? This is way too specific for me to a point where I would be constantly annoyed about it, if you get what I mean. Didn't aliens come and declare all the twin-tails theirs? What's to prevent them from kidnapping a girl and just binding her hair into twin tails? Or better yet, why don't the characters just not wear twin tails?
