Aside from being an informative poster, is there any reason why it includes Aikatsu (or any other anime IP for that matter)? |

Well I really dont think Aikatsu would be the right choice for to fight crime but it will be right to fight obesity

Most of the fraud in Japan is committed by corporate tyranny, what they need are China tier laws that punish fraud and other white collar crime in these corporations to the fullest extent of the law.

Hoppy, I hate to break it to you, corruption in China is very rampart. Well it is rampant but people are being investigated and arrested (not so much put on trial for the higher officials and CEOs since they are the ones killing themselves to avoid charges, possible death penalty, and forfeiture of property).

As noble as this may seem, I think the Aikatsu crew would fare more brightly in cooking and sports than crime-fighting.

I misread "Oreore fraud" as "Oreo fraud" and wondered if that really is that big a problem in Japan.
How do fraudulent calls about people being in trouble even work? Do they just call some random person? Do they call emergency services? Do they call the nearest police department? |

There is the kind of con where someone pretends to be a relative who's in trouble and needs bail money. Usually the mark is an older person, and the con pretends to be a grandchild or nephew/niece, and they ask for credit card information.
A variation in my area of small rural towns is the con pretends to be a specific local police officer - as in, "I'm Deputy Jones of your county's Sheriff office, and you owe the county money, and if you don't pay up right now on the phone, I'm going to have to come out and lay an extra fine on you" - and try to panic people into giving the information. Always a good idea to double-check with someone, like an intermediate relative, or a government office. |

I think that the purpose of this campaign is to alert potential victims and explain to them how the fraud works. They are not targeting the perpetrators.
For that anything that catches their attention will work. |

Sounds like a variant of those Nigerian e-mail scams (though now they have bigger problems to worry about) and those unlicensed carpet cleaners who are really taking a look at what you have and planning a burglary. I thought this was going to be like those pranks (forgot what they're called) where hackers change their phone number on tracers to the target's (usually an opponent doing live streaming), calls 9-1-1, and gets the police or SWAT teams over to ruin the target's day and potentially get them arrested. |

Have to confess, I'm a little puzzled at this one too. 
I know most fire departments in the US charge an immediate parking-ticket fine for false-alarm calls, even if it's an understandable mistake (like burned cooking setting off the smoke alarm). But I can't picture the desperation that would make it a widespread crime. (Although Japan does have some rather odd ideas about crimes and misdemeanors, like the Yakuza's small-time business relying on minbo, the staging of big bullying customer complaints for a refund...That would get laughed out of New Jersey.) |
