Vampire Hunter D Bloodlust.
At least the first season of Ranma.
Ghost in the Shell
Akira.
I wouldn't recommend Excel Saga to a newbie since it really helps to have watched a lot of anime to get the jokes.

Martian Successor Nadesico, Escaflowne, Rurouni Kenshin, and Fushigi Yuugi!
Those are my favorites as well.

you should at least see some Miyasaki.
I think its easier to have movies must haves, cause there isn't as much to invest in.

Exactly. I couldn't agree with the above statement more. If you are a newbie, I believe it is best to start with the basics and move on from there. Something from Miyasaki would be essential. "Spirited Away" is much better than I originally thought that it would be.

For a newbie, Dual would be great as an example of a fun anime series since it's loaded with beautiful babes, giant robots, mad scientists and all the other fun goodies. As an example of a mature anime series, Cowboy Bebop is hard to beat for a long list of reasons you all know.
Moviewise, the Armitage movies (Poly Matrix, Dual Matrix) wouild be good examples of mature anime, delving as they do into issues of intelligence and soul, while Myazaki's Kiki's Delivery Service is beautifully-done pure anime fun. (^_*)

Here's what I started out on:
1) Robotech
(way back in those crazy 80's, I loved it as a little kid which leads to the next one...)
2) Macross Plus (the "Top Gun" of anime)
3) Galaxy Express 999 and/or Arcadia of My Youth
(gotta get some Matsumoto in there somewhere)
4) Neon Genesis Evangelion
(watch this second or third. my all time favorite. CAVEAT! It gets deep from Ep. 16 on out, and watch the movies if you want any closure after Ep. 25 + 26)
5) Tenchi Muyo! OVA
(Demons, Alien Empires, Princesses, Galatic Police, Goddeses, Prophcies, Mad Genius, living starships, power swords, and a cabbit! What more could you ask for?)

(Big universal power Mecha, don't worry, GXP introduces that to the universe. It should be in OVA three in September)
Also I remember something key. Beebop. See it in the corner. Buy it.

I think its hard to say what some new to the genre would have. Would you say kenshin is one because its now on TV or because its of the type that would appeal to new people? I hate the word newbie, there using it in everything these days. Everybody starts at the beginning right? Its quite obvious that someone new would collect whats on tv. Tenchi, dual all that stuff. If anime wasn't on TV at all how would you gauge what they'd like?
People would merely be motivated by there likes or dislikes of the genre within the genre. I started collecting before I started watching what was on TV. How does that work?
If popular anime is to be broadcast soon after its released on dvd, there some exceptions (inu yasha, etc.). then the fact that its broadcast would throw the otherwise niche fanbase into a more marketed medium making more people aware of it, bringing in the new people. That title would then be newbie material. But thats per say if you assume that in the kenshin case they'd like it and then go find the OVAs of the series.
Geez I ranted again
Gotta think from the other side of the equation
