This is an interesting question since I didn't know it either.. I looked around and eventually found some stuff (thank's google cache).
The song, according to a few sources, is called "COOL †~ Logos Naki World ~" and is performed by Ishii Yasushi. Also.. a more reliable source, everyones favorite Anihabara had the title listed as hellsing OP in the top anime songs of december ranking found.. http://east.sakura.ne.jp/aniba/aninews/japan/ here.. just do a page search for hellsing and you should jump down to it pretty quickly. The name of the musician can also be verified.. http://www.fujitv.co.jp/jp/b_hp/hellsing/ there.. where (next to the "Raid" picture) they talk about the opening and closing song.
