About the release of anime like gundam seed or other english translated anime like in toonami or dvds they look out the japanese theme musics why?

The Japanese theme music is almost always on the DVDs. There are very, very few exceptions to this.

Well, first of all, those shows are by 4kids and they suck. They are part of the exception I mentioned.
As for Toonami, they take out openings and replace it with clips from the show and add their own music. Why? I guess because using Japanese music would be wierd on American TV.

I think one of the reasons is for time. Having a shorter opening and ending allows for more time to show the whole episode plus the advertisments. But that's just for TV, expect the original OP and ED themes on the uncut DVDs.

I'm sure you didn't mean to say that Naruto was done by 4kids...
I agree, it's mainly time considerations that cause them to remove/compress OPs and EDs. But maybe it would just be too weird. On the subject of altered music...sometimes it's not that bad. For instance, the first two seasons of Sailor Moon were heavily edited and completely rescored. While the new OP/ED song (that's song, not songs) was bad, the rest of the music was decent, and fit the mood of the show well enough to play on US TV. Now, the original music is good in its own way, but it is kind of cheesy, and sounds pretty dated in many places. DiC did many bad things to that anime, but the music changing is forgivable. (Of course, they had to redo the music because they made so many other edits, but that's another story...)

Sometimes, they can't broadcast the original opening music because of the costs associated with licensing the music. If I remember correctly, Full Metal Alchemist has used the first opening theme throughout it's American broadcast, but all of the original music is still on the DVDs.

US TV time slots normally have roughly 2-2.5 minutes more advertising than Japanese stations. In order to meet that advertising amount, normally the first thing to go is the OP/ED. If it's something being marketed at younger children(Naruto, Pokemon, Yugioh, etc) they'll sometimes change the theme into an English song.
FMA used Ready, Steady, Go! for 42? episodes, but I'm pretty sure they started using Rewrite, the last opening, when it was supposed to start playing normally.

Yeah. They recently changed the opening to Full Metal Alchemist. Why couldn't they just play the 1st and third opening? Not that I'm complaining but I'm really curious as why they couldn't just air them like they did with the 2nd and Fourth?

I think the ones who license the shows change the music on purpose. They're not stupid and know when an opener/closer isn't exactly very good, so they either remove it replace it with something better. The pokemon and yugioh songs are very catchy, so it gets a lot of popularity, which is very good for ratings. Otherwise, they'd probably just cut it out because it is afterall taking up commercial time.

In the case of 4kids, that is true. As for others, I'm not sure. I think time constraints are part of it and I'm not sure if the licensors/distributors make the new OPs or if Cartoon Network does that.

I could be wrong, so don't hold anything against me, but don't they have to have a license from the song artist to air that one song on TV? Or the production company, atleast? I'm not entirely sure but that could be a reason why. Though, if I misunderstood, I would like to have some clarification, please. I, too, am curious.
