Question about the Tetsuwan Birdy Decode character?

Hi everybody, I am watching right now complete Birdy the Mighty: Decode anime by Funimation. And I am concern about this girl character -- Capella Thetis. I am wondering, who is she, why did she implanted the Ryunka into Sayaka Nakasugi? Seems she did not affiliate with the main group of criminals. What I do not understand also, why was she appearing in the first season in the Alteran governmental uniform?

I believe the plot of the second season deals with this issue. The following spoils the groundwork of season 2, though I believe the spoiler is more important for season 1 than season 2.

spoiler[Certain members of the government organization in the Federation arranged for the Ryunka to be stolen and tested on Earth. Capella is their agent.]
