Keep pummeling that straw-man, of yours Ishihara. It apparently keeps getting you re-elected.

Did they even read To Love-RU Darkness? I think it's great, but there's no way in hell there was any self-restraint exercised there. Laughing

The law is pure Japanese. It'd be too confrontational for them to actually ban something, so we're seeing things that would have been considered too hardcore three years ago being printed/screened with no problems. Highschool DxD isn't worried, Queens Blade is pushing back, and then you have Trouble Darkness pounding on it with a f@Q$ing jackhammer

The whole point is to get publishers to self-censor out of fear of being the nail sticking up, as we've seen in a couple cases.

Common Sense, well that would have dictated that the ordinance never exist in the first place.

By trying to do something like this you open the door to having other types of speech or expression restricted. It is a bad idea, plain and simple.

The statement nothing being "formally restricted" is quite a misdirection and misrepresenting what its effect has been.

Compare for example these 6 works, explicitly affected:
animenewsnetwork.com/news/2011-05-16/1st-manga-to-be-restricted-by-revised-tokyo-law-listed
Oku-sama wa Shōgakusei
Aki Sora
Lovers & Sharing
Koibito 8-gō
Hanamizawa Q-taro Jisenshū Hana-Hiyori
Midori no Kisetsu

Simply because they are not reprinted under the 18+ restriction doesn't mean the ordinance had no effect. The effect has been in fact, to ban some titles like Aki Sora. It affects the business since it affects availability and it affects the authors' artistic approach. Aki Sora's mangaka had stated had she known it would've just been full blown 18+ ero manga, instead of the restrained approach.

Akamatsu's J-Comi Site Posts Adult Manga Restricted by Tokyo Law
("Adult Manga" is a misnomer about Oku-sama wa Shōgakusei btw, a non-explicit-whatsoever gag-manga)

Ok, so it hasn't been "formally restricted" because again, it hasn't been reprinted. Yet, they have chosen to go the digital route to bypass what would have been a very real restriction. It is big mistake to assume that bill 156 has no coercive effect on authors and publishers.

What they really mean by self-restraint when it comes to certain subject matters, is to not positively portray or put enough of a negative spin on incest or anything "disruptive of social order", which is the coercive effect of the ordinance.

Have you ever noticed that all shows always are totally paranoid when it comes to portrayals of drinking? And that if someone looks young they have to always state in some way--sometimes breaking the 4th wall--that the person in question is 20+ or that it's not really alcohol?

In the other thread relentlessflame made a point about that it isn't the mere sexy-time fanservice situations like in To Love-RU Darkness that's the issue, else the majority shounen and seinen manga would be in jeopardy! The council seems to be asking "What's the moral of the story?" or "Are they 'glorifying' behavior we think is inappropriate?"

For example with the above titles, Hanamizawa Q-taro Jisenshū Hana-Hiyori and Midori no Kisetsu were targeted because it portrayed sexual relationships between teens or students. (Many other manga with sexual relationships between adults are not even considered)

The first time I'd seen it (fourth wall disclaimer on drinking) was in Galaxy Angel Rune. It was also the first time I'd seen those hideous KEEP OUT bands. Rune has got to be a collection of every possible detestable anime trope I can think of.
