Can anyone tell me the reason to why Takehiko Inoue didn't finish the series?

He did finish the series.

*Spoilers*

They get to the National Championship and it is set up in a bracket system similar to March Madness.
They meet the best, unbeatable team early on in the match.
They, especially Sakuragi, put so much energy against this team, they simply did not have enough stamina to go on.
They later stories are untold, that is all.
The series, still, is finished in that way.
