So video game fans what is the percentage of games released by Capcom that are not crossovers? I swear every Capcom game I hear about is a crossover least the RPG part is new.

This isn't a Capcom game. It's being published by Bandai Namco and is likely being developed by Monolithsoft. Capcom is just letting them use their characters.

The roster of characters is looking fairly decent if the reported information I can find is correct. From what I can find, the roster is made of (so far anyways);
SEGA Characters
-Ichiro Ogami and Sakura Shinguji (Sakura Wars)
-Akira Yuki and Pai Chan (Virtua Fighter)
-Kurt Irving and Riera Maruserisu (Valkyria Chronicles)
-Cyrille and Toma (Shining Force EXA)
-Ulala (Space Channel 5)
Namco Bandai Characters
-Sanger Somvold (Super Robot Wars)
-Jin and Ling Xiaoyu (Tekken)
-Kos-Mos and T-elos (Xenosaga)
-Yuri Lowell and Estellise (Tales of Vesperia)
-Kite and Black Rose (.hack)
Capcom Characters
-Ryu and Ken (Street Fighter)
-Demitri (Darkstalkers)
-Dante (Devil May Cry)
-Chris Redfield and Jill Valentine (Resident Evil)
-Zero and MegaMan X (MegaMan)
I'm still interested myself as to if other characters like Chun-Li, Sonic The Hedgehog, or Kazuya Mishima will make the cut in this game. But truth be told, I really don't expect this game to be localized outside of Japan.

There where other characters hinted at that where not shown such as Neneko from Yumeria, and Gemini from Sakura Wars V, so the amount of playable characters are unknown.

The game looks cool, but it's not like I'll ever get to play it since it most likely won't be released here, and 3DS is region-locked.

Nope. It's Banpresto.
It looks like it using the Endless Frontier engine (which in itself was essentially a streamlined Namco X Capcom engine)
Got a chuckle out of Sanger being by himself. Just praying that he gets Ratsel as his partner because it would feel odd having him by himself.
Also;
Reiji, Xiamou and Saya WHERE?
I want to further the misadventures of Saya and T-elos.
Also;
Damn 3DS and region lock.

Banpresto is a subsidiary of Namco Bandai.
And yeah, it looks like this game is being made by Monolithsoft. They're behind the games you're talking about, and it would explain why this is on 3DS. Bandai used to own Monolithsoft but slowly sold it off to Nintendo. It seems Nintendo is allowing them to still produce games for Bandai as long as they're exclusive to Nintendo hardware.
