Gonna have to chime in along with all of the other Noir soundtrack fans. The reason being that all of the songs stand up pretty well by themselves. They could have been taken off one of the several Pure Moods CD's. I own a few Anime soundtracks, with great opening and closing songs, Abenobashi, His and Her Circumstances, for example, but I bought these almost exclusively for the opening and closing music. The in between stuff just doesn't cut it without the scenery they were intended to complement. Not Noir OST 1, though. Pound for pound, it is the best value I have in an anime soundtrack, with no need to skip any tracks.
My favorite all time anime song is Noir's Canta Per Me, a song that gave me goosebumps when I first saw the anime, and still does in my car.

My favorite OST right now is the Card Captor Sakura Movie OST (My wallet still has nightmares about paying for that one, and my credit card died shortly after this purchase). Takayuki Negishi does such a wonderful job on this CD, and the vocals are very good.
The Ghost in the Shell Movie OST and Ruroini Kenshin OST 1 are also some of my big time favorites. I have used music from these three soundtracks in some presentations about Japan and have had people ask me about the "wonderful music" afterwards without fail.
My most beloved anime songs, non-vocal, are "Again" from Escaflowne and "Tip Off" from Slam Dunk. My most beloved anime song, vocal, is a track that was never aired in any of its incarnations, but released on a 7 CD complete collection. It is called, "Everything You Ever Dreamed" by MASH, and it is found on Evangelion's S2 Works. It is a very sad song, and one of my all time favorites.

It was hard to choose between Yuki Kajiura and Yoko Kanno but I go with Yoko Kanno for composing so beautifully with Ghost in the Shell: Stand Alone Complex and Wolf's Rain.
Out of the two, I go with Wolf's Rain. Maaya Sakamoto is so beautiful with Gravity. My favorite track from Wolf's Rain would be from the second soundtrack - Tell Me What the Rain Knows. It's so short but it brings tears to my eyes.
