This is really cool to see, and while I wish it was available for free for long I understand why they're locking it behind the subscription.

As for the translation, I imagine it's the same thing that was made for the eOneBook release... but just imagine if Shueisha actually just went & hired someone to re-translate all of Captain Tsubasa in English from scratch.

Does anyone know what's up with the length of this manga's chapters? Obviously chapters 28 and 29 did not run in Weekly Jump with 50+ pages each. Only thing I can think of is that they were serialized in parts and then combined for the tankobon.

Yes, this is exactly what happened. Captain Tsubasa ran for 357 weekly chapters in Jump back in the 80s, but at the time it was still commonplace for weekly chapters to be combined into larger chapters for the collected books, if even be split into chapters at all. It was just how manga was handled back then.

The idea of the tankoban maintaining weekly chapters as they originally were was around in the 80s, but it didn't really start becoming standardized (in Jump, at least) until the late 80s or even early 90s.
