Ok, the context here is that yesterday, there was a scan floating around saying that serialization would resume by December. Some news site picked up on this and reported stuff along the lines of 'maybe HXH is coming back!'.
ANN did not report on this speculation (right move, btw). Problem is, reporting this today lacks the preceding context and indeed, may cause some confusion.

It's such a shame though. Togashi's personality aside, Hunter x Hunter is a really good manga series. While still relying on standard shonen manga tropes and characters, he's made a rather complex and vibrant world with limitless potential. Plus, he's willing to go to some fairly dark places for a such a warm-n-fuzzy Shonen Jump looking manga. I personally consider the September Arc to be one the best arcs in all of manga. Togashi really must be in a peculiar position for Shueisha to not put the screws on him. Not too many manga artists can push around publishers like this, and they're usually ones who have been around as long as Togashi has, if not longer.

The popular theory for why Togashi has such leeway tends to revolve around:
1. He made Yu Yu Hakusho, which was the 3rd series of the triad that led Jump's golden age in the early-mid 90's (Dragonball and Slam Dunk being the other two in that trio).
2. He is believed to have revolted towards the end of YYH, hence it ending the way it did.
3. Hunter X Hunter prints money. Or at least, it prints money whenever he actually makes enough for the next volume.

So supposedly he has demonstrated to be... sensitive? Volatile?, but at the same time he's such a profitable enough asset that it's worth bending backwards for him.

I knew he was big, but I didn't think he had that much clout. Is he really as big of a deal as the other nigh-untouchable manga-kas? I'm talking like Rumiko Takahashi, CLAMP, Akira Toriyama, Ken Akamatsu, Takehiko Inoue, and Naoki Urasawa. I guess I'm just underestimated how huge YYH and HxH is in japan.
