I am going to interpret this series as a story about aliens trying to adapt to the world, and upon landing in Japan they discover the cult of the schoolgirl, thus they become schoolgirls and start a club to amass data that will eventually lead to the downfall of the human race.
However there is one rather dense girl at the school who just thinks they're normal students and wants to join their club. The aliens are confused if she is secretly onto their plot or really is just that dense. All hijinks that ensue stem from the wacky misunderstandings of earth culture on behalf of the aliens.
Either that or the manga was made as a sort of propaganda to get more young people into the exciting workforce that involves data processing.
