I'm thinkin' Kyoani have their hands full at the moment. They tend to work on one series at a time.
With them working on Nichijou and the upcoming K-ON! movie. Also, everyone begging them for another season of Full Metal Panic, and Haruhi, as well as the rumored Little Busters! adaption and/or other KEY works,
I think it'll take a while. I personally just want them to finish up their Munto adaption

I think KyoAni knows that K-On! and Haruhi are way more lucrative than Lucky Star ever was and ever can be. I wouldn't mind a Lucky Star movie, per se, but that's all it really needs, if that. Meanwhile, Haruhi has a ton of stuff left to adapt, and the K-On! movie is still in production, and Nichijou isn't even out yet either. I really wouldn't even care if KyoAni doesn't do a Little Busters! adaptation, either, since from what I've heard adapting it would be pretty difficult.
But that's cool for the shrine. I wish to go there one year and see it myself, assuming otaku hoards are still going there by that time.

I don't see how Lucky Star was a "failure" compared to K-ON and Haruhi. LS is still holding it's own even 3 years after it's premier. I BEG for a second season of Lucky Star (just like I BEG MORE for another season of Azumanga Daioh) but I can see how that season won't come until the next Haruhi and K-ON movie is out.
