In the 21st century, mankind lives on two planets. Following the collision of an ice asteroid, massive terraforming has made the planet Venus capable of supporting life. People from Earth have colonized the formerly hostile world and thrived for four generations. But they brought with them the darkest side of their humanity—Venus is about to become hostile again.

Hiro Seno, a hotshot motorcycle jockey on a race team, is witness to the first strike on his country "Aphrodia" by the opposing nation of Ishtar.
