She got matched up against Madoka relatively early on, and as was obvious, she stood no chance.
Homura is cool, but in this kind of competition she can't hold a candle to Madoka.

In my opinion, Tsutsukakushi Tsukiko would probably be the most moe, since she's so adorable it physically hurts me... But, Madoka while not being particularly moe, is much more popular.

It was probably her tragic backstory that helped her.
Also she IS cute.

She is one of the main characters from her respective series and a popularly received movie for said series was released this year, so beating out not in season characters would be pretty easy for the round.

Still less of a popularity contest than, say, International "Saimoe".
See how Monogatari/SAO/SnK characters not doing very well.
Also Madoka by appearance, and by protective instinct is extremely "moe".

Interestingly enough, Madoka actually LOST earlier in the tournament to Ayase Aragaki (on September 20, before the 3rd movie came out), was placed in the loser's bracket, and eventually ended up matched against Ayase again in the semifinals (on November 8th). This time, Madoka won by a large margin. The release date of the movie heavily influenced the results of this year's Saimoe, and if not for that the winner would likely have been Ruri Gokou (Kuroneko) -- who almost won vs Madoka even with the huge popularity boost of the movie.

Saimoe was something of a joke this year. The tournament organizers instituted a new rule where they could unilaterally remove votes for appearing "suspicious", and votes during the final 16 were at a record low (in some cases, below 100 votes). There were a number of questionable occasions where voting results were shifted wildly after polling, and stricter and stricter limitations on voting codes has strangled participation. In years past, I'd get real excited about Saimoe, but these days it just seems to be a silly exercise where the tourney organizers pick the winners and we're invited to watch.

Yeah, I don't even recall any threads following Saimoe this year, where in past years they'd be constant and get hundreds of replies.
