It seems the collapse wasn't due to the weather, but the fact they didn't use a stand on the ice sculpture.

Anyone with Nendos knows you must use the stand.

Considering they probably used some water mixed in with the snow to help it stick better for sculpting, I can see how a piece of that frozen mix might cause an injury if it flew off and hit someone, as in this case.

I haven't done snow sculpture, but I have done ice sculpture and a water bottle is a pretty useful tool, so I'd say you're probably right. When working with frozen water liquid water is glue so I suspect all of the sculptures used it to some extent. They wouldn't hold up for very long without it.

Any chunk that flew off could be pretty hard, pretty heavy, and could deliver a pretty good blow.

It's a tragic article and my best wishes for a speedy recovery to that 61 year young lady that got injured, but I never did like that snow sculpture anyway. It looked too much like a grave monument.
