IO can't really read what it says....being that I know ZERO japanese......but if it was from the Ghibli Museum, why is it being auctioned? How did if fall into the sellers hands? I don't doubt its authenticity...but what's the deal? Can anyone fill in some blanks?

I dunno. Regardless of the cool factor of the item, you could've argued the item was not newsworthy, and passed on posting it to the site. Great cels come up for sale on sites like eBay and Yahoo! Japan all the time, and I'm sure there's no need to highlight this particular item. Besides, like you said, without a proxy like Rinkya, you'd need to live in Japan anyway.
I can't read much Japanese myself, but I'm guessing that this is actually probably just a normal seller who got his hands on a nice prize. Looking at the other items he's been involved with, I doubt this is some charity auction.
And good luck. Odds of it holding at 1000 yen I bet aren't all that great, but can always hope for the best, right?

Err, _Mei to Koneko Bus_ is the correct title. There is another short film _Koro no O-sampo_, though.

Ahh, my bad.
"Mei to Koneko Bus no sanpo" is the name of one of the songs in the movie.
