I was intrigued by the advertisement for Black Cat on ANN, so I looked it up in the ANN encyclopedia, and what I heard was right up my ally. However, I looked at the anime eps., and there were only 23. That seemed kinda small for a 20 volume manga. So I was just wondering, is the story in the anime the same as the manga, and is the anime more rushed since the small number of eps? And basically, whats more worth it, the anime or the manga?

Of course the story will be rushed. Large chunks will be skipped. In addition, the anime starts at a different point and the situation is a bit different.

In the manga, Train has already left the organization and is buddies with Sven. In the anime, he is still working for the organization and isn't friends with Sven yet, they are rivals instead. I've read five volumes of the manga but I haven't seen any of the anime. But it seems start off with what was originally a flashback to Train's days with Chronos. At the very least, things will be rushed and changed around a bit in the anime. More than likely, entire storyarcs and characters will be removed.

I couldn't say which is better. The manga is pretty average to begin with and things usually don't turn out too well when you have to significantly compress things like this.

The anime isnt great either. Seems to be this sudden massive shifts in personality every few episodes. Thought it started out ok but went downhill some episodes in. Gonzo isnt it ?

Yep, it was Gonzo. I'm not suprised at all that it detiorates. I hear that they covered the whole manga and still had episodes left over to do an anime-unique ending. I can't imagine what they had to do in order to accomplish that.

On average, one volume of manga is enough material of about 4 episodes. Which means covering the entire manga should have taken them about 70-80 episodes. Gonzo did it in about 20.

Only first 19 eps coincide with manga, eps 20-23 are fillers. The story of course isn’t the same.

Definitely manga
In manga you have more character development.
