Niantic would have no say.
Nintendo on the other hand surely will. N.O.P.D. or the city is just waiting on that so they can look like the good guys wanting to keep it
But...who knows....will be interesting to see

Assuming they're not somehow behind this themselves, I don't think they mind more publicity added to their existing mountain of it.

I love how someone did it overnight in complete secret.
If the blue collar from the city would have been tasked with the job I bet it would have taken a week, would have forced the entire park close during that time and cost over 50K$.

This statue of Pikachu looks awesome! Hopefully people have cameras to take photos of it while passing by. It could one day be gone without notice.
