Sounds like an interesting project, I can't wait to hear more about it.
I have nothing but love for everything Junichi Sato touches, so I'm sure I'll be compelled toward this new show as well.

For a minute I thought they were animating CLAMP's Wish manga, but alas it will never happen. This sounds interesting. I'm already looking forward to Sato's Tamayura OVA. This seems cool too. I can't wait for more things to be announced.

Ya, Kaleido Star is one of my favorite show to this day. It sure looks good that those four are reunited. xD

There are no details yet. All we know is that the key forces behind Kaleido Star and Romeo x Juliet (producer Touyou Ikeda, screenwriter Reiko Yoshida, Fumitoshi Oisaki, Junichi Sato, etc.) have reunited for a new project
It doesn't sound as if an anime project has been greenlit either - rather, they're at the early stages of developing a concept.
