Under Detective Conan: The Fourteen Target there is a picture of an underage girl engaged in sexual activity.
Please take this down, it is very disturbing.

Mind if I ask an easy question? Anyways,
Was a mistake of adding a picture? Or was more a problem with the Encyclopedia? Or maybe was a lacking person who just put that image there? Or, exactly?

An image of such nature is a violation of international law, so there's no way that the person mistakenly added it. The person was just a spammer asking for trouble; and so, he pays the consequences of doing so.

Yes, I'm disgusted and offended that such a thing happened here.
But your language is completely unnecessary and also offensive.

I don't think it's unnecessary. There's nothing wrong with bad language if you're using it in a genuine emotional outburst.

I'm afraid that under current technology every registered ANN user is capable to submit any picture s/he wants. The only way to minimize damage is by spotting and reporting them as soon as those inappropriate or offending (like this one) pictures were submitted. Fortunately, this picture only existed for 70 minutes before being spotted and was removed 10 minutes later.
My thanks to righteous users like CFizzLe, and in order to keep up the quality of ANN we need every rightous users (I believe most users are) to spot and report inappropriate contents.

This is 2004 and on a message board (not work, or at dinner with your parents), his language isn't ofensive to anyone.

If you want beautiful words to have meaning, then the opposite also has to exist. If nothing offends you, then nothing impresses you either. Sorry to wax poetic.

Okay, so if I was walking along one day and caught someone committing some kind of crime that greatly angered me, it'd be okay for me to scream "[expletive] [N-word or other racial equivalent]!" and then proceed to shoot them with a rifle. It's a genuine emotional outburst, so that makes it okay, right?

This is stupid. I used a 'bad' word, big deal. Regardless of how you feel about strong language, it shouldn't be turning into a debate. Jesus.

Seriously; if you want to talk about people doing offensive things on the forum talk about the original subject matter. It hasn't been censored (yet at least), and its not like he's using it frequently for no purpose.

<sigh>
Guys, JFROG went a bit too far with his language. Under no circumstances is that language permitted here. But, there's also no reason to be debating it, just report the post and forget it. Although not permitted, his reaction is hardly extreme given the circumstances, so it didn't deserve a bunch of people jumping on him for it.
