I think this may be the first article of this type I've seen where the arrested person(s) did not confess.

It says they admitted the allegiations.

A couple sells 38 pirated DVDs, and this constitutes front-page news at ANN? Do I detect an agenda here? I've noticed a continual drum-beat of stories like these in recent months. Are there more reports of prosecutions against piracy in the Japanese press, or is ANN paying more attention to them?
38 DVDs seems a pretty trivial example of piracy. That probably constitutes an hour or two of sales on a street corner in some other countries.

The day after ANN's self-described "semi-annual Lance and Adam podcast" hits the web, I get where you're coming from and I'll let the ANN editors answer for themselves on that one.
But if you read this story more carefully, it does say that the couple stands accused of taking 16 million yen since 2006, which works out to about 60,800 pirated DVDs at the price mentioned in the story. 38 was just the number the police managed to intercept.

People see that One Piece is selling millions of volumes in Japan so they're trying to steal pieces of that pie, but you'd think they'd know that the police would notice that since they have stricter copyright rules than we do.
