That movie was terrible, but the novel was a great read.

And since when is a CD coming out domestically (years later, without even corresponding to a movie release) news worthy? :p

I'd buy the soundtrack, honestly, but yes, I'm a little surprised at this. Wasn't the movie banned in the US or something? Or was that a rumor? I thought that there was no domestic release here for it.

Toei allegedly had some pretty ridiculous demands to US releasers of the movie, seeing that the US Movie Market is one of the biggest in the world. Wide-theatrical screenings (i.e. no arthouse showings regulated to a few screens), astronomical cut of the profits, etc. etc.
In the end, no studio wanted to touch the film.

I doubt the film will ever be released in America. In addition to what you posted, who would promote the film? It would be a PR nightmare for even the biggest distributor. Sony, Warner Bros, even Viz or Funi wouldn't touch it.
