How do internet radio stations like Japan-a-Radio pay royalties to the artists they play on the radio? And for that matter, how much of an effect will the new internet royal law affect J-pop internet stations?

Royalties are paid through unions. For Japanese composers, the royalties are handled by JASRAC through their US partener ASCAP.

Webcasts also pay royalties to the labels trhough the RIAA, who then pays the arts based on their contracts.

The new law will force most webcasts offline. You can help by telling your congressmen to support the Internet Radio Fairness bill (there's one in each house).
