Because there aren't nearly enough people in the U.S. buying the series to keep releasing it.. Don't ask companies to loose money on titles you like.

Wikipedia's "Hayate the Combat Butler" article says "The latest Japanese release is volume 28, on May 17, 2011." Here's a link.

Wikipedia, Hayate the Combat Butler, Manga:

I'm guessing 99 was picked because it's the largest 2 digit number and someone figured the series probably wouldn't go 99 volumes, since few series do. If the series goes long enough that there is a volume 98 and enough material exists for a subsequent volume, I think they'll probably work out something special for that volume, like numbering it 99b, 99', 99+, 99.2, or perhaps 100, and/or including the material from the "original" volume 99.

Volumes 29 and 30 of Negima were on the New York Times Manga Best Seller List, so Negima seems to be doing well.

New York Times Manga Best Seller List, July 24-30:
(Negima! Magister Negi Magi #30, Rank 3, Previous Rank 2, Weeks on List 2)

I don't know how well Hayate is selling, but Volume 18 is being released on September 13, 2011, so it's doing well enough at least to keep publishing it.

Hopefully, at some point Kodansha USA will either release the material in Negima "Volume 0", or append the Negima "all-new 18-page side story" to another Negima volume. Hopefully, Viz would do something similar with the material in Hayate "Volume 99".

I apologize, I was under the impression Viz had stopped releasing Hayate like Gintama. For the moment evidently not, they just slowed the release. I remember it being brought up a lot when they announced they where ending Gintama, which is probably where I got confused.

I just have a lot of built up annoyance to some of the American fans who get so rage-y at the companies for dropping products they like but where selling poorly. I do hope they continue to release Hayate, and that people continue to buy it, if only for a few less entitled fanbrats.
