In what instances have you seen an anime where there was music in the background or OP/EP segments where the music was not Japanese?
Not exactly anime, but close enough I think, unless mods think otherwise, was the ending theme song for the Death Note movie, which was Dani California by Red Hot Chili Peppers. I was even able to get their Stadium Arcadium album today, and most of the time I was just listening to DC, because it reminded me of the movie.

Remember the hype of Paradise Kiss when American fans were not sure if they could get the original ED by Franz Ferdinand? Moreover, the Daicon IV movie was constructed entirely on Electric Light Orchestra's Twilight, and the animation was paid with salute by Densha Otoko TV.
For examples of not-so-distant foreign music (read: non-Western), the opening theme Kunihiko Ryo wrote for The Twelve Kingdoms was very Chinese (the first half), and the composer himself is ethnically Korean.
