It sounds...okay. I'm gonna be honest it doesn't look great and it sounds like a few of the cast members are just straight up doing there MLP voices, like barely any difference at all. Like at least when most VA's play similar characters the voice usually has a little difference to it but these sound like they not even trying/are phoned in.

Called Yuma being Cathy last year when the promo popped up last year. Sounded fairly similar to Adrian.

Well, of the confirmed cast so far, only 2 of them have been in Friendship Is Magic (I don't quite remember the cast from previous generations quite so well): Cathy Weseluck and Andrew Francis. Francis is using his Shining Armor voice, but Weseluck sounds like when Spike is disgruntled. (I was expecting something closer to her Near voice from Death Note, as I assumed they cast her as Yuma because he looks like Near.)
Voices become kind of recognizable when you hear them a lot though. And then there are a few who get a ton of roles and are just plain recognizable, like Tom Kenny and Charlie Adler. Then again, there are some I thought would be instantly recognizable, then get cast against type and become unrecognizable, like Rob Paulsen voicing Grey Fox in the Metal Gear Solid games.

There are a lot of smug characters in World Trigger.Not nearly to the irritating extent Bleach has though, and there are many different flavors of smugness.
Osamu, our protagonist, is not one of them though.

We don't know that they haven't. The announcement of a cast seems to indicate to me that somebody is definitely paying to dub the rest of the episodes with that cast. Why would you announce a cast that might change?
As to who picked the show up, who knows? At a guess, I'd say Viz are more likely, but Discotek also seemingly have a relationship with Toei.

If it were Viz, I don't think Toei would be announcing the cast themselves. Plus, Viz hasn't dubbed something in Canada in years.

Could potentially be Toei themselves if they got a broadcaster hooked up. If you recall, the dub for the original Precure show was done through Toei themselves and was surprisingly uncut, outside of the main characters getting their name changed and some cultural references getting switched up here and there.

It's so good. Too bad they won't dub the rest of the Pretty Cure franchise. Well, Smile is dubbed.......I would love a Heartcatch Dub by Ocean.

I think they may be testing the waters with -- forgive me, fans of this show -- a low-risk new property to see if there's a future in dubbing things themselves. Maybe they see potential in the show overseas, but none of the regular R1s wanted it(Toei gave it a filler arc before ending it; maybe they needed to complete its timeslot; maybe they want to continue it later Fairy Tail style).
