So shouldn't the employers of that company be arrested instead of two guys who bought it and had no idea they hadn't got the rights for this?

Indeed. Even had they known, I rather wonder if a court summons wouldn't be adequate. Are police afraid the pair will project more unauthorised films if they don't get them off the streets ASAP?
