Wait, so police questioned him a year ago, but he hasn't been arrested yet? I don't have words to describe my disappointment.....

soo they got video footage, a suspect, and a online confession (which could easily be traced back if they follow the ip address) all a year ago and they haven't done anything even after countless new threats?

IP address is not as slum-dunk as you think it is. He could have been hiding his IP address or simply using one that isn't his own. There are a number of ways to do it.
Anyway, although it is unfortunate that the suspect was not arrested at the time there may have been a legal issue preventing arrest, like not having enough evidence at the time. Can't just arrest random people who happen to dress like the suspect, so what could the police officer do but let him go?

Well, I could complain about why this is only coming out NOW but no, I should be thankful. Now do us all a favor Japanese police and apprehend this guy.
Put an end to this misery for us Kuroko fans. And arrest him before Haikyuu!'s anime ends. Who knows, he might target that anime next since it also has a large female fanbase.

While I would love to see the guy arrested, I don't see how it will happen with just this incident. The policeman saw his face but the suspect may have given a false name. So unless Yotsuya Railway Station still has security footage lying around from last year, the best we can reasonably hope for is an identikit picture.

I dont quite buy the story, and knowing japanese police any thin male from now on (in Japan no less, 98% of males are thin) and that dares dress in black any given day will be a suspect and who knowsm maybe a forced confession out of him, this is Japan and is notorious for such practices
