Do the Devil Fruit have consistent Rules?
I read half of volume 3 today during my lunchbreak today — Buggy says he can't swim because of the Devil Fruit (DF). I thought Luffy was the only one who couldn't swim because he was "rubber". Your limbs are too stretchy and pliable to swim correctly. Therefore you drown.
But how does Buggy not be able to swim? He just needs to keep his body together, right? OK, maybe the DF causes his limbs to break apart when it hits water. What about the other DF eaters later on?
The "slip-slip" girl. She gets turned beautiful and she is slippery. Doesn't that make her a better swimmer? Less surface tension right?
The "Booger" guy. Explosive boogers make him not be able to swim how?
The "Density" girl with the umbrella. When she's dense, she sinks but I suppose if she reduced her weight to a feather and swam — she'd be an excellent swimmer.
The "Bull" guy. He's turns into a bull. Bull's can swim.
I already suspended my reality when reading this series but it just seems the plausibility factor just dropped a bit more.

I think it's very simple.
By eating the Devil Fruit, you gain an incredible ability.
However, you lose a vital ability - to swim.
Considering it's a world of pirates and islands and such, being land-locked is a heavy price to pay for an incredible ability.
Most of all...
I don't think thre's a more logical answer coming.

Usually most people are buoyant, that is they will float naturally when submerged in water. I think what the devil fruit does is that it makes the eater non-buoyant. So if devil fruit users fall in the water, they'll just sink like rocks. While in the water, paddling or kicking to swim won't seem to work any better than flapping your arms in the air to fly.

The reason one loses the ability to swim is because seawater drains the DF users of energy. Without energy one cannot flail their arms to stay afloat or use their powers (of course!).
Think of it like the ocean being kryptonite. As a matter of fact, that probably kinda where the idea came from...
A body at rest is bouyant, but falling into the sea isn't exactly at rest, is it? This is why dead people float...they don't move. And the body is much closer to the bouyancy threshold so it won't shoot right back up the top like an empty soda bottle, but slowly ascend. Or, something like that...that's how I understand it. Somebody else my be able to explain it better or actually factually. :p

OK, so eating a devil fruit erases natural bouyancy.
i suppose that's as logical as it gets. thanks guys.
(BTW, as i am reading this series — the art is great! the mangaka has great skill. very stylish and yet very solid. he's similar to XXXholic's clamp artist but less loosey goosey. also, IMO — even though this is a kid's book... i still think pairing zolo and nami would not be horrible but i'm not going to argue for it because it's not going to happen)
