I am suspicious that it does. I have only seen the trailer for the first new episode and it gave me totally the wrong vibe. (No, I can't understand Japanese.)
More specifically, I am afraid that after setting up a weird (in a good way) sci-fi background story, Tenchi will devolve into a dandified sit-com. Kind of like Urusei Yatsura. The oddball background story was just a contrived excuse to set up a situation with a cute girl in a bikini who can shoot electricity living with a slacker. The point is the cute girl, not the background story. I am sure a lot of people like that sort of thing.
The thing with Tenchi - the background story more or less worked. Rough around the edges and not completely consistent, but the magic trees that form spaceships idea was actually cool - and fairly original. I am afraid that whole thing is going to be nearly irrelevant in the 3rd OVA.

I've seen the first two episodes and I thought the new OAV was pretty good. Of course, it helps to watch Tenchi Muyo! GXP first to get to know more about some of the guest characters.

The question is, given my stated tastes, would I think it is pretty good?

Rest assured, the 3rd OAV WILL NOT SUCK!
Unlike the TV series, and two out of three movies (I'll leave you to guess which two) the 3rd OAV (and the TV series that bridges the gap between the 2nd and 3rd OAV - GXP) is a creation of the Tenchi Muyo canon's founder; Masaki Kajishima.
Kajishima had taken a sabbatical from the franchise around the time the first TV series - Universe - went into production. During that period of time, he created the off-beat and hilarious Dual: Parallel Adventures, the hentai OAV Masquerade, and the remarkably eccentric Photon: The Idiot Adventures.
All basically to get out from underneath the mantle of the Tenchi franchise juggernaught he created.
But, after AIC ran the franchise into the ground by not telling the story Kajishima wanted to tell, he returned (at their assistance) to helm a movie he felt would tidy up the TV Tenchi's image while knuckling down to finally finish telling his story. The net result? Tenchi Muyo GXP and the 3rd OAV. With GXP and the 3rd OAV, Masaki Kajishima hopes to finally bring the Tenchi canon to the end he's always envisioned since Tenchi first entered the cave back in 1992.

Kajishima was not involved with any of the movies.
And I don't think OVA 3 or any continuations afterwards will suck, either. But I make no guarantees.

Uhh... personally, I always liked the comedy filler aspects better than the space opera aspects, and, from the spoiler summaries I've read, I fear there will be too much space opera, too little comedy.
I'll wait and see, though. Sometimes comedy is hard to discern from spoiler summaries.

Incorrect, Noboyuki.
Masaki Kajishima, while he contributed character designs to all three movies, was actually involved to a degree with the artistic direction of the third movie. It was more of a consulting role (as Kajishima did not want to add to the idea that the movies were canon to his story) however it was the 3rd movie that had the most Kajishima involvement.

Tenchi feeds off a mix of the two. You can't ignore one in favor of the other. The thing about the OAV, it seemed like an accident that it turned out as well as it did. I've read that Kajishima and the guy he worked with (El Hazzard man, I forget his name) were just trying to rip off as many other anime as they could. In the end they produced something whose whole is much greater than the sum of its parts.

The Tenchi OVAs were my first foray into anime.
But after watching many more titles, I found it harder to get back into Tenchi.
I loved the OVAs because of the nice spin they put on Sci-Fi, and I just wanted them to explain it more and more. But it never got there. And I realized that I no longer like the Sci-Fi element, but the characters, and Stellvia filled that void perfectly.
Ryoko is still the hot cat that she is, but... eh.
I really liked the first TMiL movie though, and I still do =P
