Humor me, how this does indicate anything about a manga being licensed?
Heck, on a scale from 0 to 5 could mean anything from a person's tolerance (or lack of) to cell phones to pain. I know they are a manga company, but a riddle like that is pretty inane.
Unless of course, your a hard core fan of said series and which case, might be a different story.

IIRC from the first anime episode, this is an explicit in-story ranking system.
These aren't exactly that difficult, are they? Though I've only been finding out from these news posts, which include the answers, but still. They're not not pr0n-level.

License does annoy me everytime I see it as a noun tho'. It's licence, (to) license is the verb.
It's obviously Railgun even without the clue. That just serves as a check that you were correct.
Although you definatly need to have seen/read it for the clue to make sense this time.

It is. The main characters are ranked from 0 to 5, and there are only a handful of level 5s out there.
Hope this means SS is coming back to life in the manga industry. I feel like they've been in a coma for forever.

Well, this is the worst thing that could happen. Why can't Seven Seas just die already? I know losing an anime/manga company is usually a bad thing, but these people seem to cancel almost everything the license.

Railgun is definitely a good license to pick up. I look forward to it being released. But I'd have liked it even better to get the Index novels released - they're so much better! But they're light novels, so they stand a slim chance of coming out here at this point. On the bright side, at least the fact that the Railgun manga is coming out here in addition to the Index and Railgun anime series (courtesy of Funimation) may increase the likelihood of someone releasing the Index novels. Well, we can hope anyway.
In any case, this license is definitely good news.

I'm disappointed that the Index manga wasn't liscensed before the spin-off... But I guess loli yuri is a bigger draw than the main storyline.

If you actually read the article rather than complain about it you'll see that there are two clues, not just one. There's the riddle and an anagram made from the series' title.
But I'm very excited about this one, though it's odd to have Railgun released before Index since it's a spin-off. Neither manga perfectly match the two anime so it's worth reading and watching all four, IMO. Not really sure how any of it compare to the light novels, but I'm guessing the two manga are closer to the novels since I've heard the two anime have filler stories.

Not in US English. It's license for both in the US.

The Index manga is a Square Enix title which means Yen Press has higher priority of choosing to license it. And besides Mikoto is a FAR MORE endearing main character in the Index-verse.

The characters are espers, and the main caharacter is one of the highest ranked, a level 5. There is only a few of them in Academy City (where the story takes place).

Well, if that happens it's a perfect tie in to Funimation's license to the series. Which IS a go. But since this is more a manga to some degree isn't it. Aren't light novels pretty much novels with no art? I've sort of been curious about the idea of what a light novel is in their terms.
